Can a Non-EU Citizen With a Residence Card From Another EU Country Work in France

If you are a non-EU citizen living legally in one EU country (for example, Spain, Germany, or Italy) and you have a residence card, you might wonder: Can I just move to France and start working?

The short answer is: No, not automatically.

EU Citizens vs. Non-EU Residents

  • EU/EEA/Swiss citizens: They can live and work in France without a visa or permit.

  • Non-EU citizens: Even if you have a residence card from another EU country, it usually only allows you to live and work in that country—not in France.

What Are the Exceptions?

There are a few cases where you may have more options:

  1. EU Long-Term Resident Card

    • If you have lived in another EU country for at least 5 years and received a special EU long-term residence card, you can move to France more easily.

    • But you still need to apply for a French residence/work permit once you arrive.

  2. Company Transfers

    • If your job is transferring you to a branch in France under an “intra-company transfer” permit, you may be able to work without starting from zero.

  3. Students and Researchers

    • If you have a student or researcher permit in one EU country, you may be allowed to spend some time in France for studies or projects—but usually for short stays only.

What If You Just Want to Work in France?

If none of the exceptions apply, here’s what you’ll need to do:

  1. Get a job offer in France.

  2. Your future employer applies for a work authorization in France.

  3. Apply for a French work visa at the French consulate in the country where you live now.

  4. Get a French residence permit once you move.

Bottom Line

If you are a non-EU citizen, a residence card from another EU country does not give you the right to work in France. You will need to apply for a French visa or permit first, unless you have one of the special cases above.
